Responsible for ensuring existence of an enterprise-wide compliance risk management program in line with applicable laws and regulations as well as UGAFODE (MDI)’s strategic objectives.
KEY ACCOUNTABILITIES:
Development of Compliance Strategy/Plan: Accountable for the review, development and implementation of the UGAFODE’s compliance strategy to ensure due compliance with statutory obligations, UGAFODE (MDI) policies and Board directives.
Regulatory compliance: Accountable for ensuring existence and implementation of an institution wide compliance program to identify and adhere to all relevant laws, regulations, prudential guidelines, and supervisory directives.
Anti-Money Laundering and Combating Financing of Terrorism (AML & CFT): Acts as the UGAFODE’s Money Laundering Control Officer (MLCO) responsible for managing AML risk through conducting the roles below:
ensuring compliance with requirements of the AML Act and Regulations and any other law relating to money laundering or financing of terrorism.
establish and maintain UpToDate policies, procedures and systems that are in line with the requirements of the AML Act and Regulations.
act as the liaison person between the UGAFODE and the supervisory authority (FIA) on matters relating to coordination and compliance to anti-money laundering and combating terrorism financing.
developing and implementing systems, mechanisms and procedures to ensure that UGAFODE staff immediately report any suspicious money laundering or financing of terrorism activity.
notifying the supervisory authority (FIA), on behalf of UGAFODE, of any suspicious money laundering or financing of terrorism activity.
Compliance Risk Identification and Reporting: Continuously assesses/checks and identifies compliance risks of UGAFODE; ensures enterprise compliance risk management as well as periodic reporting on the status of compliance to the Board and Management.
Compliance Reporting: Ensures timely preparation and reporting on management of compliance risk and on significant material noncompliance and non-compliance across the institution to both Management and the Board.
Compliance Training and Awareness: Proposes, initiates, and oversees implementation of compliance trainings to staff to resolve any compliance deficiencies detected to drive an efficient business operation for UGAFODE, induction of new staff and general staff compliance awareness in UGAFODE.
Compliance Oversight into UGAFODE projects: Leads in the identification, assessment, and management of compliance risks in all UGAFODE projects and investments by highlighting compliance aspects for due adherence to drive efficiencies.
Policy Management: Responsible for coordinating the Annual Policy Review exercise in accordance the Policy and Procedure Design and Implementation Framework.
Findings and recommendations: Ensure timely implementation of the Regulatory and External Audit recommendations and instills a system that ensures that deficiencies identified by the Risk, Audit and Compliance Departments are promptly managed and meaningful corrective action implemented.
Team Leadership: Takes full responsibility for performance management of all direct reports, focusing on all aspects of sound people management.
KNOWLEDGE, SKILLS AND EXPERIENCE REQUIRED:
Minimum of BachelorsDegree in Laws/Business Administration or a business-related field.
At least 5 years’ experience in banking with experience particularly in compliance risk management.
A good understanding of laws and regulations governing financial institutions.
Broad knowledge of Banking Operations, Pertinent Banking Compliance legislation, policies, and procedures,
In-depth knowledge of AML, KYC principles, workings of different international sanction list is crucial.
Strong networking and stakeholder engagement skills
Sound judgment and decision-making skills and Analytical
High level of honesty, integrity, and confidentiality
A self-starter who is able to work under minimum supervision.
Excellent communication, interpersonal and negotiation skills.
